J0000021 - Procurement Officer

A. JOB PURPOSE
1.0 To procure authorized works, goods and services that support the operational objectives of Workers’ Compensation Fund Control Board. 
2.0 To ensure that all procurements are done in line with the provisions of the Public Procurement Act No.8 of 2020 and the Public Procurement Regulation of 2022 with strict adherence to the principles of Public Procurement

B. JOB RESPONSIBILITIES
• Receives purchase requisitions which are fully approved from end users and confirm availability of funds. 
• Raises local purchases orders from well evaluated quotations which meet the specifications and user requirements and informs the supplier after approval
• Negotiates price and quality discount and delivery dates with suppliers in order to achieve value for money and timely delivery
• Expedites deliveries of orders through appropriate dialogue with suppliers
• Ensures goods delivered are of the correct quality, quantity, amount and specification .etc.
• Check invoices against purchase order to ensure accuracy of invoice
• Ensures rejected, damaged or unfit goods are quickly returned to suppliers for replacement or otherwise.
• Prepares Procurement Committee papers for goods and services accordingly
• Evaluates tenders for goods, works, services and submit reports to Procurement Committee for approval
• Maintains a progressive order numbering system for record and reports purposes.
• Resolves problems relating to incorrect deliveries incorrect invoices, delayed deliveries etc. by taking appropriate remedial actions.
• Conducts price reasonable analysis in line with the regulations and with reference to the Market Price Indices as issued by Zambia Public Procurement Authority.
• Performs all other duties diligently that are incidental to the foregoing.

C. JOB REQUIREMENTS
Candidates MUST have the following:
• Grade Twelve (12) School Certificate.
• Degree in Purchasing and Supply or Graduate Diploma CIPS Level 6
• At least five (5) years work experience in procurement and supplies function.
• be a full member of ZIPS
• A valid professional practicing certificate
• Drivers license will be added advantage

J0000017 - Property Officer - North (×1)

JOB PURPOSE

To inspect and supervise building construction and maintenance works at various properties of the board across the country so as to improve and maintain high standards of the properties.

The Officer holder will be reporting to the Manager Properties.


JOB RESPONSIBILITIES

  • To undertake routine site inspections on Board properties and prepares technical reports so as to highlight any possible defects requiring attention
  • To attend to tenants’ complaints by way of inspecting the reported defects and prepare technical reports with recommendations for remedial action.
  • To prepare architectural drawings, scope of works, specifications, Bills of Quantities and Estimates of works for workers compensation Fund Control Board in order to assist with the assessing of cost implications. 
  • To supervise building works carried out by both hired contractors and internal artisans, prepare progress reports and certify completed works for payment purposes. 
  • To evaluate bids submitted by contractors and recommendations to management so that the responsive contractors carry out works on Board Properties
  • To carry out tenancy screening for potential tenants, make recommendations to management and, thereafter prepare tenancy agreements
  • To Prepare rental invoices, manage the rental collections and make reconciliations so as to maintain an updated payment profile for all commercial and residential tenants.  

  

JOB REQUIREMENTS AND EXPERIENCE 

  • Grade Twelve (12) Certificate with five (5) credits or better which should include English and Mathematics.
  • A degree in Real Estate or equivalent, from a recognized higher institution of learning
  • At least 3 years working experience with an understanding of building construction and maintenance.
  • A post qualification in project management will be added advantage.
  • Must be a member of the relevant professional Body.


OTHER SKILLS REQUIRED 

  • A strong team player and proactive 
  • Sense of urgency with ability to prioritize 
  • Ability to work well under pressure with minimal supervision
  • MUST have a Valid Drivers license of two years and above.

JOB PURPOSE

To efficiently capture pension and other details pertaining claims and pensions in order to ensure timely payment of compensation benefits in conformity with workers’ Compensation Act No. 10 of 1999.


JOB RESPONSIBILITIES 

  • Processes a variety of forms pertaining to pensions enrolment, pensions assessment, pension life certificate, lump sum and deduction of pensioners advance payments
  • Verifies and processes unpaid pensions
  • Scrutinises, analyses, verifies and processes part and total commutation
  • Processes death register and lump sum for the next of kin
  • Prepares and deliver pensioner medical aid and opens accounts for pensioners and change of pay point
  • Arranges hospital appointments for pensioners and takes pensioners to and from the hospital 
  • Pays paraplegic pensioners and delivers medical supplies as required
  • Processes reversionary pension forms involving; guardian, dependant, dependant assessment and widows advancement payment,  
  • Verifies and processes widows un paid pension and child allowance extention
  • Processes death register for widow and widows’ gratuity , student certificate and widow and children life certificates 
  • Scrutinises, analyses, scans and images and captures accident report form on Pension Administration System. Processes final medical and assessment of disability and medical reimbursement reports 


JOB REQUIREMENTS AND EXPERIENCE 

  • Full Grade twelve (12) certificate or GCE `O’ level certificate with at least five (5) credits or better.
  • Minimum Diploma in Insurance/social work  or Pension Administration, an Accounting Qualification is an added advantage.
  • Must have valid Driving License.
  • At least two (2) years relevant work experience.

JOB PURPOSE

The Officer holder will be reporting to the Administrative Officer.


JOB RESPONSIBILITIES

  • Sweeps and cleans, on daily basis, offices and conveniences allocated to ensure their cleanliness and provision of conducive working environment.
  • Ensures daily efficient movement of mail and files from registry to offices in order to facilitate effective and efficient circulation of files and mails.
  • Keeps custody of office keys for safety purposes and to ensure that offices are opened and cleaned on time.
  • Photocopies, duplicates, binds and shreds documents as instructed in order to contribute to the attainment of the overall objectives of the Board.
  • To perform any other duties as may be assigned by the supervisor.


JOB REQUIREMENTS AND EXPERIENCE

  • Full Grade twelve (12) certificate or GCE `O’ level certificate with at least five (5) credits or better.

JOB PURPOSE 

To provide assistance to the Industrial Relations Officer in maintaining cordial Industrial and Labour Relations in the Board and facilitate negotiations between management and the Union to ensure industrial peace and to provide Human Resource services.

The Officer holder will be reporting to the Industrial Relations Officer.


JOB RESPONSIBILITIES  

  • Provides background secretarial information to the supervisor to ensure that he makes timely advice to the Disciplinary Case Hearing Committee.
  • Maintains and updates Leave day’s record for all members of staff and ensures that the accrued leave days are up to date either manually or in the System.
  • Updates Manpower data in the HR Manpower Control System Database.
  • Administers first aid box maintained at Head Office for all members of staff.
  • Filling of confidential documents and other correspondences for all members of staff as well closed files in respect of former employees.
  • Ensures that all medical bills received are timely verified, processed and submitted to Finance for Payment.
  • Processes various scheme loan application letters for members of staff and ensure that they are submitted to various Banks for further handling.
  • Processes all payroll amendments forms to be submitted to Payroll every month for Payroll inputs purposes and prepares payroll amendment forms
  • Administration of Leave Days records.
  • Maintains filling cabinets on various documents and correspondences.
  • Administration of Human Resource Manpower Database.
  • Updating of Leave days for members of staff in the payroll system.
  • Filling of documents, movement of files from one place to another, photocopying of documents etc. requires mobility and the use of hands and the fingers
  • Communicates effectively and efficiently with other members of staff in relation to Human Resource staff matters. 


JOB REQUIREMENTS AND EXPERIENCE

  • Grade Twelve (12) Certificate with five (5) credits or better which should include English and Mathematics.
  • Diploma in Human Resource Management or a Diploma in Business Studies or Social Sciences.
  • Minimum of two (2) years pre job experience is required
  • Must be a member of Zambia Institute Human Resources Management (ZIHRM)
