The Workers’ Compensation Fund Control Board (WCFCB) is a social security scheme responsible for compensating workers in respect of accidents suffered and diseases contracted during the course of employment in accordance with the provisions of the Workers’ Compensation Act No. 10 of 1999 of the Laws of Zambia.

The Board wishes to invite applications from highly credible, result oriented, suitably qualified and experienced persons to fill the Position of Assistant Manager ICT – Business Systems (X1)

JOB PURPOSE

To provide leadership in Information and Communication Technology (ICT) and establish Innovations which will drive the organization’s growth and development. The incumbent will focus on strategic alignment, value delivery, risk management, and resources management. He or she will lead the research and transition activities, and apply research, experimental development, and early design activities to validate/invalidate ideas. The incumbent will ensure end solution balances technical requirements and business outcomes. Prepare strategic plans determining how to meet the future needs of the organization in a sustainable, agile, and adaptable manner.

The ideal candidate will possess a strong background in development, database management, and system integration. They will play a key role in overseeing various projects, managing teams, and ensuring the successful implementation of business systems.

JOB RESPONSIBILITIES

• Lead on development and delivery of integrated Business Systems and related policies and standards that are aligned with the Board's vision and mission.

• Contribute to the development of clear and concise requirements on the system development.

• Provide leadership and advise management on ICT Innovation Developments and Policy Issues and their impact on the company’s operations and strategy.

• Proficiency maximizing the utilization of information and associated technologies within the organization by evaluating costs and benefit.

• Designs and develops systems; improve existing features and develops solutions that ensure smooth upgrade of software by end-users and develop clear technical and user documentation of all aspects of the systems in development and maintenance.

• Continuously research on ICT innovations and provide Business Improvement opportunities for the various sectors.

• Ensures optimal performance of corporate applications databases, information systems availability and institutional readiness for business continuity.

JOB REQUIREMENTS

Candidates must have the following:-

• Grade Twelve (12) Certificate with five (5) credits or better which should include English and Mathematics.

• Bachelor’s Degree in Computer Science/IT or equivalent.

• Technical certifications in IT disciplines or technology

• At least five (5) years’ work experience in Information Technology with a combination of Management level experience.

• Must be a member of ICTAZ.

• Experience and possesses a solid understanding of object-oriented programming – Java, C# etc. 

• Excellent knowledge in safe test-driven development of web apps, microservices, webservices - RESTful services.

• Familiarity with RedHat, Solaris and Windows Servers.

• Experience with ERP systems and Excellent knowledge of any of the version control systems.

• Excellent knowledge of Spring framework and Spring Boot.

• Solid understanding of and experience with RDBMS (Oracle, MySQL, MSSQL) database systems. Should have the ability to translate complex data requirements into efficient SQL code for reporting and data extractions for analysis purposes.

• Collaborate with front-end developers to create user-friendly systems.

• Provide training to team members and users.

• Demonstrate confidence in training methodologies and user support.

• Understanding of pension and compliance in the social security industry.

• Strong proficiency in object-oriented programming.

• Familiarity with mobile development.

• Manage integration and development projects from initiation to completion.

• Ensure compliance with audit requirements and address any issues that arise.

• Lead and manage teams effectively.

• Demonstrate an innovative mindset to enhance existing systems.

JOB PURPOSE

To design, implement and manage the Board's network infrastructure as well as to ensure the smooth and efficient functioning of the network, providing connectivity, security, and reliability for all users and devices within the WCFCB. 

JOB RESPONSIBILITIES

Network Infrastructure Management

• Design, configure, and maintain the organization's local area network (LAN) and wide area network (WAN).

• Set up and manage network equipment, including routers, switches, firewalls, and access points.

• Monitor network performance and troubleshoot issues to ensure optimal network uptime and availability.

• Plan and implement network upgrades and expansions to meet growing business requirements.

Network Security

• Implement and maintain network security protocols to safeguard sensitive data and prevent unauthorized access.

• Regularly update and patch network devices and software to protect against security vulnerabilities.

• Monitor network traffic for signs of intrusion or suspicious activity and respond to security incidents.

User Support

• Assist users in setting up network connections and resolving network-related problems.

• Provide technical support and troubleshooting for network connectivity issues.

• Conduct network training sessions for employees to ensure proper and secure usage.

Network Documentation

• Maintain detailed documentation of the network infrastructure, configurations, and changes.

• Create network diagrams and documentation to aid in troubleshooting and future planning.

Network Performance Optimization

• Analyze network traffic patterns to identify and resolve performance bottlenecks.

• Optimize network performance and quality of service (QoS) for critical applications.

Backup and Disaster Recovery

• Implement and manage network backup solutions to ensure data integrity and availability.

• Develop and execute disaster recovery plans to minimize network downtime in case of emergencies.

Vendor Management

• Coordinate with vendors to resolve hardware or software issues under warranty or service agreements.

Network Policy and Compliance

• Enforce network access policies and ensure compliance with industry standards and regulations.

• Participate in security audits and implement necessary changes to maintain compliance

Unified Communication Solution Design & Support

• Collaborate with stakeholders to design Cisco UC solutions or indeed other similar vendor products tailored to meet the organization's communication needs. This involves understanding business requirements, assessing existing infrastructure, and proposing appropriate UC architectures.

• Deploy, configure, and integrate Voice and Unified communication products and services, including call processing, voicemail, presence, video conferencing, and unified messaging.

• Create and manage call routing configurations, dial plans, and call admission control to ensure efficient call flow and optimal use of network resources.

JOB REQUIREMENTS

Candidates must have the following:

• Grade Twelve (12) Certificate with five (5) credits or better which should include English and Mathematics.

• Bachelor's degree in Computer Science, Information Technology, or related field (or equivalent experience).

• Professional certifications like CCNA, CCNP, CompTIA Network+, or similar, are beneficial.

• Proven experience in network administration and troubleshooting.

• Knowledge of networking protocols, including TCP/IP, DNS, DHCP, VPN, VLAN and SD-WAN.

• Proficiency in network hardware and software configuration and network security principles and best practices.

Workers' Compensation Fund Control Board (the Board) is a Statutory Body established under section 10 of the Workers’ Compensation Act of 1999 of the Laws of Zambia. The Mandate of the Board is to administer the Compensation Fund out of which workers disabled by accidents occurring or diseases contracted in the course of employment are compensated from. 

The Board wishes to invite applications from highly credible, result oriented, suitably qualified and experienced persons to fill the Position of Director Human Resource and Administration on a fixed term contract of 5 years to be based in Ndola. 

The position reports directly to the Commissioner and Chief Executive Officer. 

JOB PURPOSE

  • To oversee the development and implementation of Human Resource and Administration Strategies, Policies and procedures that support the mandate of the Board.
  • To provide professional advice to the Board on employment practices and relevant labour laws and regulations so as to ensure compliance with legal requirements.

RESPONSIBILITIES / ACCOUNTABILITIES OF THE JOB HOLDER

  • The roles and responsibilities / accountabilities of the Director – Human Resource and Administration shall include but not limited to:
  • Drive the achievement of functional & business plans by strategically aligning Human Resource Management with the organization’s short and long-term strategic objectives;
  • Provide input in the development of the Board’s business strategy;
  • Translate business strategy into a Human Resource plan that delivers on the Board’s strategic objectives;
  • Ensure regular formulation, review and implementation of Human Resource and Administration Policies to enhance compliance with labour laws and best practices;
  • Coordinate Organization Design to ensure implementation of the Human Resource Management systems that support the Board’s operating environment for enhanced business performance;
  • Review Human Resource and Administration Reports for quality purposes for onward submission to the Commissioner and the Staff Committee of the Board for decision making purposes;
  • Lead Senior Management in organizational diagnosis and design of optimal organizational structures;
  • In collaboration with Senior Management, develop a performance management system in order to build a performance culture linked to reward and recognition that supports the achievement of the Board’s strategic objectives;
  • Ensure staff recruitment, selection, placement and retention of staff with critical skills that will help achieve the Board’s strategic objectives;
  • Ensure timely development of departmental and individual work plans in order to monitor and evaluate departmental and individual performance;
  • Ensure development and implementation of employee relationship management systems to ensure employee grievances are resolved, thereby by creating a conducive working environment that supports high performance and industrial harmony.
  • Ensure implementation of change management strategies to reduce resistance to the initiatives by staff for successful implementation of the strategic initiatives;
  • Coordinate staff training and development strategies to ensure the availability of the required competencies for the attainment of the Board’s strategic objectives;
  • Ensure proper management of all employment contracts entered into by the Board and staff on fixed term contracts to ensure timely renewals where necessary;
  • Ensure revision and monitoring of administrative contracts for outsourced services for strict adherence to service level agreements and contract terms to ensure value for money;
  • Ensure effective management of Boards’ vehicles to ensure consistent and adequate transportation.

RELEVANT QUALIFICATIONS AND EXPERIENCE

  • Grade 12 School Certificate or equivalent;
  • Bachelor’s Degree in Social Sciences, Human Resource Management or equivalent degree.
  • Master’s Degree in Human Resource Management/Business Administration or other relevant field;
  • A Fellow or Full Member of  the Zambia Institute of Human Resource Management with a valid practicing certificate;
  • Not less than ten (10) years industry experience in Human Resource Management and strategy formulation at senior management level.

A. JOB PURPOSE
1.0 To procure authorized works, goods and services that support the operational objectives of Workers’ Compensation Fund Control Board. 
2.0 To ensure that all procurements are done in line with the provisions of the Public Procurement Act No.8 of 2020 and the Public Procurement Regulation of 2022 with strict adherence to the principles of Public Procurement

B. JOB RESPONSIBILITIES
• Receives purchase requisitions which are fully approved from end users and confirm availability of funds. 
• Raises local purchases orders from well evaluated quotations which meet the specifications and user requirements and informs the supplier after approval
• Negotiates price and quality discount and delivery dates with suppliers in order to achieve value for money and timely delivery
• Expedites deliveries of orders through appropriate dialogue with suppliers
• Ensures goods delivered are of the correct quality, quantity, amount and specification .etc.
• Check invoices against purchase order to ensure accuracy of invoice
• Ensures rejected, damaged or unfit goods are quickly returned to suppliers for replacement or otherwise.
• Prepares Procurement Committee papers for goods and services accordingly
• Evaluates tenders for goods, works, services and submit reports to Procurement Committee for approval
• Maintains a progressive order numbering system for record and reports purposes.
• Resolves problems relating to incorrect deliveries incorrect invoices, delayed deliveries etc. by taking appropriate remedial actions.
• Conducts price reasonable analysis in line with the regulations and with reference to the Market Price Indices as issued by Zambia Public Procurement Authority.
• Performs all other duties diligently that are incidental to the foregoing.

C. JOB REQUIREMENTS

A. PURPOSE OF THE JOB 

To inspect and supervise building construction and maintenance works at various properties of the board across the country so as to improve and maintain high standards of the properties.

The Officer holder will be reporting to the Manager Properties.

B. JOB RESPONSIBILITIES 

• To undertake routine site inspections on Board properties and prepares technical reports so as to highlight any possible defects requiring attention

• To attend to tenants’ complaints by way of inspecting the reported defects and prepare technical reports with recommendations for remedial action.

• To prepare architectural drawings, scope of works, specifications, Bills of Quantities and Estimates of works for workers compensation Fund Control Board in order to assist with the assessing of cost implications. 

• To supervise building works carried out by both hired contractors and internal artisans, prepare progress reports and certify completed works for payment purposes. 

• To evaluate bids submitted by contractors and recommendations to management so that the responsive contractors carry out works on Board Properties

• To carry out tenancy screening for potential tenants, make recommendations to management and, thereafter prepare tenancy agreements 

C. JOB REQUIREMENTS AND EXPERIENCE 

• Grade Twelve (12) Certificate with five (5) credits or better which should include English and Mathematics.

• A degree in Real Estate or equivalent, from a recognized higher institution of learning

• At least 3 years working experience with an understanding of building construction and maintenance.

• A post qualification in project management will be added advantage.

• Must be a member of the relevant professional Body.

D. OTHER SKILLS REQUIRED 

• A strong team player and proactive 

• Sense of urgency with ability to prioritize 

• Ability to work well under pressure with minimal supervision

• MUST have a Valid Drivers license of two years and above.
